From a committee hearing on Wednesday (I saw this on CSPAN today), Sen. Lindsey Gram said that waterboarding has stuck around throughout the centuries because it must, to some degree, work.
I was appalled that he would say something like this.
He wasn't trying to justify torture, but he was also trying to argue that the people who committed these acts shouldn't be considered criminals because they were trying to do what they thought was best for the country.

(That logic just doesn't hold, in my opinion.)
