This is the problem with people who don't believe in government. Under them, government doesn't work.Under Clinton, FEMA was a very effective agency. Under Bush, it's not. The same thing with Walter Reed... The guy in charge of Veteran's Affairs...he's a political hack. His background is in real estate and raising money for the GOP.
